CHAPEL HILL — A consultant says too much money is being spent on administrators that get in the way of basic functions at the University of North Carolina at Chapel Hill.

The News & Observer of Raleigh reported Wednesday that the 107-page report was commissioned by the school. University Chancellor Holden Thorp says the report’s conclusions will help
ensure funding for research and teaching.

The report says the university spends more of its $2 billion budget on administrative costs than on teaching. The university paid for the report with an anonymous donation.
