Woodlands Bank cited for operating problems

Federal banking regulators have cited a bank with branches in Wilmington and Southport for lacking an adequate business plan, lacking capital and having too many construction and land loans, according to documents filed last month with the Office of Thrift Supervision. It was the third area bank to be sanctioned in less than a year.
