RALEIGH — Gov. Beverly Perdue says she’s going to tap into more funds and further restrict spending to manage North Carolina’s budget shortfall.

Perdue said Thursday she will take $145 million from 18 sources to ensure state government bills get paid, including two trust funds that receive money from the national tobacco settlement.

Perdue said money will be given to state agencies only for mandatory obligations such as salaries, debt service and utilities. Paid travel by state employees has been terminated and no promotions are allowed.

She’s already identified or secured nearly $1.1 billion in reserves since taking office in January. Budget officials expect the shortfall to reach $2.2 billion when the fiscal year ends in June.

State agencies already have had their funds cut by up to 9 percent.
