Marine Patrol stopped a frail man from fishing off the public pier at Oak Island’s west end, Dan Ruth’s heart went out to the man. <br>He didn’t understand how the state could ticket the 60-year-old disabled veteran for trying to catch a few fish during his visit to the Brunswick County beach town on Jan. 10.
