RALEIGH — A regional manager in the state’s probation system has quit, just weeks after Gov. Beverly Perdue said she would change the director of the state agency.

The News & Observer of Raleigh reported that James Fullwood stepped down late Tuesday. Fullwood headed a 21-county region that included the Raleigh, Durham and Chapel Hill areas.

Probation chief Robert Guy retired in January after Perdue said she would not keep him.

Fullwood would not talk about his decision when reached at home.

The newspaper reported earliler the probation system had lost track of nearly 14,000 convicted criminals. Two men accused of killing UNC-Chapel Hill student body president Eve Carson and Duke graduate student Abhijit Mahato last year were on probation. The
men had received little attention from probation officers.
