Watchdogs – Do returned mailings make for ghost voters?

In September, a trio of Wrightsville Beach candidates made an interesting discovery while campaigning.When they tried to mail campaign information to the 1,606 households, comprising nearly 2,000 voters, of folks registered to vote in Wrightsville Beach, 361 – or 23 percent – of the mailings were returned.
