Cowper to be arraigned on fraud charge in ABC probe

On Monday, a Raleigh courtroom will host the first person to be charged as result of state and federal investigations of the New Hanover County Alcoholic Beverage Control Board. Lee Fitzgerald Cowper, a New Hanover County general contractor, will be arraigned then on a federal mail fraud charge.
