Raleigh citations for begging top 400 this year

RALEIGH, NC (AP) — North Carolina’s capital city is pushing panhandlers out of its downtown district and nearby areas, with police issuing more than 400 citations this year.

The News & Observer of Raleigh reports that police arrested eight people Tuesday for begging without a permit. Panhandling arrests in 2011 are at a five-year high.

Raleigh police spokeswoman Laura Hourigan says police are enforcing an ordinance on the books and not targeting panhandlers during the holidays. Police say they are acting on public safety concerns, including beggars blocking rights of way.

Neither the city nor Wake County charges a fee for a begging permit. Wake County permits must be renewed weekly. Raleigh issues yearly permits.

Neighboring Johnston County is considering requiring applicants to undergo criminal background checks for a panhandling permit.

Preventive care: It’s free, except when it’s not

CHICAGO (AP) — Many Americans are finding out that free preventive care under the nation’s health overhaul isn’t always free.

Sometimes doctors are confused and charge a copayment when they shouldn’t. Other times a screening test turns into treatment. An Arizona man wound up paying $1,100 after his free colonoscopy revealed a polyp, a possible warning sign for cancer. A Florida woman had to argue with hospital staff to avoid paying $700 for a mammogram.

President Barack Obama’s health overhaul requires most insurance plans to pay for cancer screenings, cholesterol tests and other preventive services. Millions of patients have received such services this year.

But a few expensive surprise bills has some screening advocates worried that such experiences may undercut the law’s intent of preventing more serious health problems by catching them early.

STORMTRACK 3: High winds across the area Tuesday

WILMINGTON, NC (WWAY) — Wind gusts across the area Tuesday were impressive to say the least as a cold front rushed from west to east. 

This front brought strong, to at times severe thunderstorms to the area that were powerful enough to bring down some branches and cause minor wind damage and a few scattered power outages.

Here’s a list of some of the highest gusts from southeastern North Carolina:

53 mph Sunny Point
52 mph Figure Eight Island
49 mph Wilmington (ILM)
47 mph Oak Island
46 mph State Port
46 mph Sunset Beach
45 mph Whiteville
44 mph Topsail Beach

The Tornado warning was issued around 12:30 p.m. for a possible waterspout that was close to coming ashore in Oak Island and Caswell Beach. There has not been any confirmation of a tornado touchdown at this time.
