NC Air Toxics Program changes get Perdue’s backing

RALEIGH, NC (AP) — A top environmental regulator says North Carolina Gov. Bev Perdue generally supports a legislative proposal to exempt industrial plants from state pollution reduction rules if they already must comply with federal rules involving certain chemicals.

Assistant Secretary Robin Smith with the Department of Environment and Natural Resources told a legislative panel Thursday that Perdue has seen the bill’s language and backs changes to the Air Toxics Program as long as public health is protected.

Business interests want the program scaled back for companies already installing equipment to comply with federal rules to reduce pollution from more than 100 chemicals.

Dan Conrad with the North Carolina Conservation Network told the Environmental Review Commission the proposal unnecessarily increases the threats to public health.

The full Legislature would have to approve any changes.

FDA panel: Dissolvable tobacco could reduce risks

RICHMOND, VA (AP) — A Food and Drug Administration advisory panel says dissolvable tobacco products could reduce health risks compared with smoking cigarettes but also have the potential to increase the number of tobacco users.

Dissolvable tobacco is finely milled tobacco pressed into shapes like tablets that slowly dissolve in a user’s mouth.

Despite its findings, the panel noted that there’s a lack of research on the products. They make up a small share of the market.

Tobacco companies are focusing on cigarette alternatives for future sales growth as demand for cigarettes declines.

The FDA plans to review the findings to decide any future actions, but there’s no timeline for it to act.

The report posted online ahead of a Friday deadline was mandated by the law giving the FDA authority over the industry.
