NC, feds agree on adult care homes

RALEIGH, NC (AP) — North Carolina health officials and federal attorneys have reached an agreement that could move thousands of residents in adult care homes with serious mental illness into community housing.

State Health and Human Services Secretary Al Delia and US Justice Department lawyers signed the deal Thursday that will avoid litigation, at least for now. The Justice Department filed a complaint last year alleging the state was violating federal law because too many mentally ill residents were living in the homes.

The agreement is largely identical to a plan offered by the state last month that could cost nearly $300 million over eight years. Displaced residents also would get help with rent, job training and potential employment.

The two sides chose an independent evaluator to ensure the state follows the agreement.

DNC to hand out Obama speech tickets

CHARLOTTE, NC (AP) — Tickets are to be distributed for President Barack Obama’s acceptance speech on the last night of the Democratic National Convention in Charlotte.

The tickets are to go out on Thursday. More will be released at field offices across the state, including in Wilmington, Saturday.

For months, people have been going online to register for a chance to attend the event at the 74,000-seat Bank of America Stadium. This week, the Democratic National Convention Committee released an image of the “community credential” – a ticket that shows Obama and Vice President Joe Biden smiling and shaking hands.

Charlotte residents have been promised tickets if they complete a certain number of volunteer hours working with the Obama re-election campaign.

The Democratic convention is being held from Sept. 4-6. For the first two days, Time Warner Cable Arena in downtown Charlotte will be the main venue.
