Video details incident involving Chadbourn town manager

CHADBOURN, NC (WWAY) — It’s been more than 18 months since Chadbourn Town Manager Stevie Cox was charged with impersonating a police officer. Today, we’re finally getting a look at what led to the charge.

Cox was arrested in March 2011 a few days after a Highway Patrol trooper pulled Cox over for speeding in a SUV belonging to Chadbourn’s police chief. Cox was driving back from a meeting in Raleigh, and Chadbourn’s mayor and two members of the town’s ABC Board were in the car with him.

The video shows the SUV pass the trooper on US 74 and Tpr. Walker immediately pull him over.

When the trooper walks to the car and asks for the license and registration, it takes Cox a moment to hand over the documents. Cox says a few words inaudible on the recording, and after he hands something to the trooper, leading to this exchange:

Walker: “And where are you a chief at, sir?”
Cox: “In Chadbourn.”
Walker: “In Chadbourn?”
Cox: “Yes.”
Walker: “You a chief in Chadbourn?”
Cox: “I’m not. I’m driving my chief’s car. I’m the town manager”

The trooper than begins admonishing Cox for presenting him with the chief’s badge. Cox immediately begins apologizing, as the trooper tells him he knows the chief in Chadbourn.

Returning to his car, Tpr. Walker tries to call Chadbourn Police Chief Steven Shaw, but is told the chief is out sick. When he can’t reach him on his personal phone, the officer calls a Highway Patrol supervisor. He makes it clear he is u. It is unclear what the supervisor tells him to do, but the Walker says what he would like to do.

“You know what I would do personally? I’d put some handcuffs on him and carry him down there to the jailhouse,” Walker said.

After several minutes, Walker returns to Cox and lets him know he’s being cited for driving 78 mph in a 60 mph zone and for his license being expired. He also lets Cox know he plans to talk to Chief Shaw and his supervisors about Cox presenting himself as a police officer, and that he may be contacted later about it. Cox was arrested and charged with the crime a few days later.
