AP-NC–Unemployment Insurance NC lawmaker wants benefit changes to start in July

Friday, January 25th, 2013

RALEIGH, N.C. (AP) – A North Carolina state legislator steering an unemployment insurance overhaul bill says the proposal would take effect in July, even though federal emergency jobless benefits for tens of thousands of people could be curtailed in the process.

Republican Rep. Julia Howard said Thursday legislation considered next week in the House Finance Committee would reduce maximum state unemployment benefit levels starting this summer.

The starting date is important because the federal law averting the fiscal cliff this month gave states federally-paid emergency benefits for another year so long as benefit rules weren’t changed.

Howard says delaying until next January would cost state businesses $400 million more to repay $2.5 billion they owe the federal government.

Howard’s decision was first reported by The News & Observer of Raleigh ( http://bit.ly/10O5q3h ) .

McCrory still undecided on tax reform details

Friday, January 25th, 2013

RALEIGH, N.C. (AP) – North Carolina Gov. Pat McCrory says he’s still working through what tax reform plan he’ll support and hasn’t slammed the door on trying to eliminate the state’s income tax.

McCrory told reporters Thursday after a speech to North Carolina municipal leaders in Raleigh his administration is examining several tax overhaul options, but he hasn’t decided which one he’ll choose.

The new governor said during the 2012 campaign he’d like to see corporate and individual income tax rates fall to levels competitive with neighboring states. He said Thursday the idea of eliminating those taxes remains on the table but he’s got to be realistic about what can be implemented.

McCrory’s top budget adviser on Wednesday said he personally had “great concerns” about a pitch by Senate Republicans to abolish income taxes.
