Curlicues bounced high from the heads of Azalea belles in the capital city Thursday as Gov. Pat McCrory signaled the official start of Wilmington's revered festival season.

As the governor entered the room, he looked around and announced to the young women in hoop skirts and smart, spring-colored suits: "You're so beautiful."

McCrory also told the princess and her court, the belles and the dozens of other Wilmington residents gathered at the governor's mansion that he was proud of their success in putting North Carolina on the map as a tourism destination.

Budget cuts could be coming to department of social services
