NC Senate bill seeks to tear up lease for park

Tuesday, March 26th, 2013

RALEIGH, NC (AP) — Senate Republican leaders are moving forward with legislation to throw out a lease that lets Raleigh build a large park on the old Dorothea Dix mental hospital campus, although city leaders and residents are fighting the change.

The full Senate scheduled debate Tuesday on the bill its authors say is needed because the state entered a bad deal on prime acreage overlooking downtown Raleigh as Gov. Beverly Perdue left office.

The current lease gives the state up to $68 million over the next 75 years as Raleigh city boosters turn 325 acres into a regional destination park. The bill would require a lease with a higher price, fewer acres and proceeds benefiting mental health programs.

Dozens of Raleigh residents spoke out against a renegotiated lease at a public hearing Monday.

Tata: NC DOT backs deleting 3 toll-road mandates, including Skyway

Tuesday, March 26th, 2013

RALEIGH, NC (AP) — Gov. Pat McCrory’s administration supports a bill to eliminate a mandate on North Carolina transportation officials to build toll-road projects in Gaston County, the northern Outer Banks and near Wilmington.

State Transportation Secretary Tony Tata told top legislative leaders his agency backs a House bill altered by the Senate.

The legislation initially directed engineers to review an unlikely alternate route for part of Raleigh’s Outer Beltline. The Senate added provisions deleting the Garden Parkway, Mid-Currituck Bridge and Cape Fear Skyway from state law requiring their construction.

The bill has sat in the House for two weeks awaiting action.

Tata said in a letter last week the department believes all projects should compete for funding through the state’s data-driven prioritization process.

McCrory would be asked to sign any bill into law.
