Pennsylvania couple struck, killed on NC 12

COROLLA, N.C. (AP) – The N.C. Highway Patrol says a Pennsylvania couple vacationing on the North Carolina coast is dead after they were hit while walking on a path adjacent to N.C. 12.

The Virginian-Pilot of Norfolk reports (http://bit.ly/13ZFC7u) Wesley and Elizabeth Martin of Lancaster, Pa., were killed late Monday morning.

Trooper Jeff Wilson said 50-year-old Troy Bowman of Ashburn, Va., is charged with reckless driving and two counts of misdemeanor death by motor vehicle. Wilson said Bowman told investigators he fell asleep behind the wheel and hit the couple.

Wilson said Bowman didn’t try to flee and that there were no signs of drug or alcohol use.

The trooper said the Martins’ four children, ranging in age from 11 to 18, were on the beach with family members when the accident occurred.

Private school grants for disabled goes to McCrory

RALEIGH, N.C. (AP) – North Carolina lawmakers are agreeing to let more parents of disabled students use taxpayer money to attend private schools.

The state House on Monday gave final approval to a bill that replaces a tax credit program with a $3,000-per-semester grant that sponsors say will broaden eligibility to poorer residents. Supporters said the original program passed last year excluded parents who don’t pay income taxes from taking advantage of the credit.

Opponents said up to $6,000 in grants will offer little help if a child’s private school setting costs two or three times that amount, so the money will most help people already sending their children to private school.
